Galactic Civilizations 3 is still in its modding infancy right now but as those empires keep on expanding more and more mods are going to invade. We welcome our benevolent modification overlords and hope to see the Steam Workshop bursting within a year.
Presumably these console 'cheats' were originally built into the game for development purposes - ie: they're not there to help you cheat per se, they're there to help the devs check their code before a patch/release.As such, making them accessible/user friendly for the player base is not actually a priority for them. As long as they can get their work done, the 'cheat code' has served its purpose.The fact that we can also use them in the final release version of the game has more to do with them not being bothered to disable the codes before release than anything else.

Don't do an even spread. The tree and the game aren't really meant for you to do that. Your strategy is going to be determined by two things - one you have control over and one you do not.You have control over your race bonuses and the choices you make (and thus the ideology path you go down) on random events. You should gear these towards the victory condition you want to try to achieve. If you are going to win a military victory then you want to gear your race for war and then go for those techs.Of course, the thing that complicates matters is the factor that you do not have control over: the map. If you start adjacent to two cultural resources then you need to take that into consideration. If you are going for a cultural victory but start next to the Drengin, then you may have to also beef up your defenses.So pick a plan and find the techs that will help you achieve your goal, keeping in mind that you need to be somewhat flexible based upon your specific circumstances.
I 'just winged it' in my first few games but I'm solidifying into a bit of a priority. My focus shifts like a pendulum:. I start with an immediate rush for basic colony buildings (farm, factory, hospital, lab, market). Swing for a rush for basic space stuff (colonies, constructors).
Swing back for several tiers of colony, commerce, and trade - up to tier3 basic buildings, the network buildings, maybe t2 network buildings.
